Modern and older travel notebook.
The “travel notebook” was compulsory to any person, French or foreign, who doesn’t possess a fixed domicile. The first law creating a special notebook, mostly for Romani people, was voted in 1912. The “travel notebook” was suppressed a few days ago (while the “carnet de circulation” remains, but instead of the notebook that had to be checked every three months, this one has to be shown to the police once a year).
It wasn’t a passport or an identity card.
